The Luoyang Peony Cultural Festival, formerly known as the Luoyang Peony Flower Festival, began in the Sui Dynasty with a history of more than 1,600 years ago. In 1983, the Luoyang city government took the lead in organizing an official flower appreciation festival called "Peony Flower Fair". It was listed as a national intangible cultural heritage in 2008. [6-7] In November 2010, it was officially approved by The State Council and the Ministry of Culture to be upgraded to a state-level festival and renamed as "Luoyang Peony Cultural Festival, China". The Luoyang Peony Cultural Festival is organized by the Ministry of Culture and the People's Government of Henan Province. Flowers bloom and fall twenty days, a city of people are mad. China Luoyang Peony Cultural Festival is a large comprehensive economic and cultural activities integrating flower appreciation and lantern viewing, tourism, economic and trade cooperation and exchange. It has become a platform for Luoyang's economic development and a window to show the city's image, a bridge for Luoyang to the world and a name card for the world to understand Luoyang.
